this is a used  original 55-6- 7 8 chevy /  pontiac ? ETC.. emergency brake clevis ,  connects to cross bar  at the end of the front brake cable.  SEE PICTURE  This is an original emergency brake clevis  with pin.
  
It fits as original to the cross bar with stock / original style stock rear brake cable adjuster (not Available - but available  elsewhere  on ebay)
