This is a really lovely tailored long waistcoat (which could be worn as a dress) by Smarti Style from the 1960s/70s with a mod/gogo look.  The waistcoat is made from a lovely textured beige velvet with pretty resin and diamanté buttons down the front and on the back.  There is a round neck, buttons all down the front, cut away armholes, a deep inverted back pleat with a strap with matching buttons at the waist on the back.  The waistcoat is beautifully made, is fully lined, has strap retainers and underarm shields to protect the fabric.  Marked a vintage size 40 this is a roomy fit on my size 12 mannequin - the measurements are as follows :  Pit to Pit 46cm (18") approx / Shoulder to Shoulder 27cm (10.5") approx / Waist - side seam to side seam 40.5cm (16") approx / Hip - side seam to side seam 47cm (18.5") + owing to inverted pleat / Length - nape to hem 85cm (33.5") approx.  Please note that this is a true vintage garment and has been worn but is in very good condition.  Originally this probably had trousers to go with it - I don't have these - but it could easily be worn as a dress as it buttons all the way down the front.
