This is a Vintage APSCO pencil sharpened
Chicago USA Giant Model Automatic Pencil Sharpener is printed on it. It adjusts for 6  pencil sizes, can be screwed into place. The plastic is cracked on the casing (a piece of clear packing tape would make plastic last longer).
