This listing includes a HP EliteDesk 800 G4 DM that was tested to boot up and has no OS/HDD. No power cable is included.
The desktop is missing its front IO cover, however from what we can tell no functionality is impacted (The power button can still be pressed using a thin tool).

one that is pictured, some units may have a bit more/less cosmetic wear, however, all maintain the same functionality. Some units may also be missing multiple screws for their bottom covers.
