Shipments should be sent within 2 business days, in rare circumstances this may be longer.

Will NOT refund for:
Non receipt of item if shipping shows as delivered.  TopSalez and Ebay are not responsible for a lack of security of the mailbox or recipient's address. Please check your local postal carrier for missing items before communicating something is wrong. 
If customer disagrees with condition upon receipt. Everyone's ideas of conditions vary from person to person. Please see pictures or ask questions before purchasing.  
If customer changes their mind after purchase and the item already has a tracking number. 
If item was accidentally purchased or fraudulently purchased and the item already has a tracking number.

HOWEVER, we will refund any purchase in full, no questions asked, if customer agrees to pay for return shipping, original shipping, and a small restocking fee.  (Restock fee only applies for fees or damages) Please see rules for returns below.

Will refund in full for:
Customer changes their mind, or item was fraudulently or accidentally purchased, and the item has not been shipped and no tracking # was created.  We ship fast so please message and request cancellation immediately.  Due to USPS not refunding for purchases, if label is already printed, product will still be shipped and refund denied.
Non receipt of item and tracking shows as still in progress or non-delivered.  (Insurance demands to wait for at least 15 business days before filing a claim, please allow this time to pass so a claim and a refund can be made simultaneously.  If you open a claim before the 15 day waiting period your refund WILL BE DENIED)
Non working item.  Please note these are tested before listing and after if returned.  There may be a restocking fee or denial of refund if dishonesty is suspected.  If the product is something that certainly works and the customer has faulty equipment or doesn't understand how the product works, REFUND WILL BE DENIED.  
Item arrived damaged.  All shipped items are insured.  Please have pictures of the postal package and the item purchased for insurance verification.

Returns need to be:
Exact item as what was sent originally (We record and check serial numbers, photos, and receipts)
In the exact same condition sent originally (Send back in same way as was sent to customer or better.  If item was damaged by customer or shipping company refund may be denied)
Including everything that was sent originally (accessories, cords, cases, paper inserts, etc)
We reserve the right to deny a refund for any reason.  So please read and follow all the rules.
