Brand new complete with carry strap, saddle straps, also I have left plastic attachment for carry frame that I don't have, i have added photos of instructions so you can see what carry frame looks like, so attaches with straps only unless you already have bike carry frame like that. Top flap has reflector patch and fold out with extra straps to increase capacity.
