Scientists dream of perfecting a means of controlling the minds and actions of men. The breakthrough is bound to come, next week or maybe next century, and the mind of man will be open to control - for good or evil.
When power-hungry scientist Willi Bronstern invents an instrument which can be seeded in the human body and give him absolute control over the victims' actions, it seems as though the freedom of the individual has been lost.
Bronstern becomes a dictator with frightening powers. His subjects, half-crazed with fear, must do his bidding - and only one man, Martin Green, has the resolution and courage to end his rule and save the world from disaster.
