The skirt is full and heavy so it hangs and twirls nicely.

Only worn once, I have several fancy dresses worn once to events due to the fact that all of the same people go to the events I have to wear these things to. They would notice if I wore the same one to every award my husband won. He needs to stop doing that for my wardrobe's sake.
