This item is a Paw Patrol lookout tower from the Mighty Pups series. It includes working electronics plus a small Chase vehicle that came with.
It has one of the "sliding" lightning pieces still (see pics).

Electronics work, every other moving piece works. There's a few scuffs and other minor cosmetic damage. It's in great shape.
