This is a Mystery Ranch 3DAP 3 Day Assault Pack (non-BVS version) from 2013 in the very rare Foliage color. 

Special Operations prefer non-BVS packs as they typically go on missions where armor is not worn.

It was produced specifically for a U.S. Government contract in Bozeman, Montana and delivered to an unknown special operations unit operating under United States Special Operations Command (SOCOM) which makes the model and color exceptionally rare.
