Homer and Shakespeare Laughlin, two brothers from East Liverpool, Ohio, formed a partnership in 1871 to sell pottery ware, which was made in the factories located in their hometown; Shakespeare moved on after a few years and the business continued as Homer Laughlin China Works. 

The Art Deco design of Fiesta was first introduced in 1936 by Frederick Hurton Rhead at the Homer Laughlin China Company.
